I’ve long thought about a system similar to Jaughan’s, and I think that the one problem it may solve is cache quality. My system simply involved multiplying the difficulty rating for a cache by its terrain rating to give a score. Your total score is just the sum of all these cache scores. Most cachers are keen to boost their numbers from time to time, and so a loop of 50 caches might seem a good way to do this. If these were cache and dashes you might get a total score of 100 or so. But using a scoring system, you could get 100 points with far fewer higher rating caches. Higher rating caches would then as likely as not get more visitors, which in turn might stimulate cache setters to create more intersting hides to attract these visitors. Of course, it might just lead to inflationary ratings!
